Administration

The City of Greenwood operates under a council-manager form of government. The Mayor and Council are responsible for making policy decisions for the community. The City Manager is responsible for carrying out those decisions, as well as providing vision and leadership to the organization and for overseeing the daily operations of City government.

Julie Wilkie | City Manager
Julie served as the Assistant City Manager for nine years before becoming the City Manager in 2018. She has an undergraduate degree from Lander University and a Master's Degree in Public Administration from the University of South Carolina.

Draper Carlile | Assistant City Manager
Draper joined the City of Greenwood in 2022 after serving as a Planner for Greenwood City/County since 2020. He has an undergraduate degree in Urban Planning from the University of Utah and a law degree from the Charlotte School of Law.

Tiffany Albert | Executive Secretary/Clerk to Council
Tiffany has served as the Executive Secretary to the City Manager since 2000 and Clerk to Council since 2021. She has an Office Systems Technology degree from Midlands Technical College.
